Exclusive Ministry demanded for effective implementation of the Article 371 (J)

KALABURAGI;  The one-day Seminar on the ““Constructive development of Kalyana Karnataka  and achievements and problems in implementing Article 371 (J) of the constitution: organized jointly by Kalyana Karnataka Horata Samiti, Sharanbasaveshwar Vidya Vardak Sangha and Sharnbasva University”  in Kalaburagi city on Saturday passed a unanimous resolution urging the state government to create an exclusive Ministry for the effective implementation of the Article 371 (J) of the constitution  guaranteeing special benefits to the people of the backward Kalyana Karnataka region.

The seminar after detailed deliberations on the various facets of the implementation of the Article 371 (J) of the constitution and functioning of the Kalyana Karnataka Region Development Board (KKRDB) during the day long sitting passed 14 resolutions at the end of the seminar on Saturday. In another resolution, the seminar demanded the government to constitute an exclusive tribunal with its headquarters in Kalaburagi to deal with the disputes raised under section 12 (A) of the Article 371 (J).

Another resolution demanded a comprehensive scientific five year plan by the state government for achieving a time bound development of the Kalyana Karnataka region.  Another resolution demanded the state government to frame another time bound action plan for overcoming the region imbalance in the development by taking Gram Panchayat as an unit. The seminar also demanded the government to declare Yadgir, Raichur and Koppal district as special Education Development zones and initiate measures in this regard.

In another resolution the seminar demanded the state government to constitute three separate committees including Supervisory committee,  Evaluation Committee and a Vigilance Committee to oversee all the development works taken up by the KKRDB for its transperant functioning.  It also demanded a separate Agriculture and Industrial Policy for the Kalyana Karnataka region.

The seminar demanded the government to complete all the long pending irrigation projects in the Krishna and Godavari basins at the earliest.  The Tur Development Board should be further strengthened. Besides providing support prize for the Tur every year the board should be empowered to take up the production of the byproducts of the Tur and also branding of the Tur produced in the region.

Other resolutions demanded the government to improve the health facilities in the region and provide other basic infrastructure facilities including potable water to everybody, sewage connections and other facilities.
